web hosting, how do you a find trust worthy and yet affordable host?

To me , they should provide all features that they claimed in their web site at least.

Be honest to their customers about network outage they have. network 99.99% uptime? Can it be true? well, to me it's hard, 99% network uptime probably more reasonable. When I worked for a local ISP as a support engineer, i know there is always a problem about network. Either our tier 1 provider or client's end circuit. well, I mean to customer 99.99% may not seem the case for them. So to play safe, I won't advertise 99.99% uptime instead 99% in my web site.
